Of course, this refers to small and medium-sized yachts, and it takes a lot of effort to drive large yachts. The driving of yachts in Western countries is generally divided into two levels, namely primary and advanced. The captain and the engineer are two-tiered. 
　　Relevant training and license acquisition are generally operated by private commercial organizations designated by the government. As long as they are over 16 years old and pass the medical examination, these training organizations can assist you to obtain a driving license for power boats. However, unless you already have experience in sailing, most people will not be able to go to sea on their own even though they have obtained a driving license. Therefore, I suggest that those who are ready to obtain yacht driving qualifications must participate in various practical courses provided by senior captains before enjoying unrestricted speeding, and the yacht agents selected by general shipowners are also obliged to provide such services. 
　　Some maritime bureaus in various parts of China have the training of captain engineers, and maritime bureaus all have designated commissioned maritime agency agent training. To obtain a yacht driving license, it is best to participate in some professional maritime boat commercial organization training. 
　　Water transportation is different from ground transportation. Training programs are many and complicated, and the examination requirements are strict. Provinces and cities such as Hainan, Guangzhou, Dalian, Shanghai and Zhejiang in mainland China have issued independent regulations on yacht maritime affairs. These regulations have already taken the first step towards yacht maritime affairs, and will definitely be upgraded to areas such as sea area and sea power in the future. 
　　Taking Shanghai as an example, the Shanghai Maritime Safety Administration has currently formulated and promulgated the “Management Measures for Yacht Driver Training, Examination and Certificate Issuance”, which stipulates that the yacht driver's license examination is divided into a theoretical part and a practical operation part (referred to as pen and surgery). Private individuals must receive special training before taking the examination in the maritime department. The training time will be at least half a month, and it will take another 2 months to actually get a private yacht driving license. Moreover, due to the different waterway conditions in various water areas, the current yacht driving licenses are often limited to local use, to achieve mutual recognition of driving licenses, and the country is generally used, there will be a period of waiting. 
　　In addition to the issue of driving license training and assessment that needs to be regulated, yacht buyers also face a series of difficulties such as the opening of waterways, the construction of ports and docks, standard inspection and water rescue.
